If they've just climbed to their feet - after being e.g. the enemies ABSOLUTELY have to both be standing upright, AND be injured. So because they created the game for console, and takedown is the same key combo as melee, I guess I have to shoot them and run up or something. I've not completed that challenge yet, but I've increased the counter two or three times by accident, using the third-tier shotgun with a bayonet - probably not an ideal weapon, since it tends to one-shot them, and hence makes it harder to have them damaged before the enstabbening.
